To: Medical Insurance Companies, authorized to carry out their activity on the territory of the People’s Republic of China (PRC)

In compliance with the provisions of Government Decision 161/2016 for the approval of the service packages and the framework contract governing the conditions for granting medical assistance, medicines and medical devices under the health insurance system for the years 2016-2017, consolidated, with subsequent amendments and completions, the Embassy of Romania to the People’s Republic of China, as contracting authority, intends to initiate the cooperation with Medical Insurance Companies in terms of contracting a package of medical services similar to those included in the Romanian basic health insurance system, by signing a group medical insurance policy.

In this respect, the contracting authority hereby submits this call for tender to the attention of the Medical Insurance Companies acting on the territory of PRC. The area which should be covered by the policy is the territory of the People’s Republic of China and any medical costs outside that area are not covered.

The contracting authority receives offers from the Medical Insurance Companies for providing medical insurance for the Romanian personnel of the Embassy of Romania to the People’s Republic of China. Currently, 41 persons are eligible to benefit from the health insurance.

The initial period of the contract will be for 1 (one) year, from the date when a contractual cooperation is launched.

The period for the submission of offers is of 7 days from the moment of public communication of this tender on our website (www.beijing.mae.ro). The offer should be submitted by post mail or in person, directly to the Embassy of Romania, at the abovementioned address, in a sealed envelope.

Any bid submitted after the expiry of the term not be taken into consideration.

The offers can be edited either in English or Romanian language and the price should be quoted in RMB.

All offers will be evaluated based on the criteria of the lowest price.

Instructions on how to elaborate the bid:

1. Bids can be edited in English or Romanian language.

2. The price will be quoted in CNY (RMB) and will not be modified for the whole period of the contract.

3. All bids can be submitted until the deadline of 15 December 2019, 18:00 hrs.

Any bid submitted after 15 December 2019, 18:00 hrs will not be taken into consideration.

4. All bids should be submitted directly to the Embassy of Romania, in a sealed envelope:

The bids will be opened and reviewed on 16 December 2019, 14:00 hrs, at the Embassy of Romania at the abovementioned address. The bidding companies have the right to designate a representative for the bid opening and review.

The criteria for awarding the contract is the lowest price.

Other Information:

The health insurance policy will fully cover medical costs, including medical emergency services, inpatient, surgery, outpatient, maternity, pre and post-natal procedures and medical tests, chronic illnesses, drugs, medical tests, in hospitals with international wings for foreign citizens with a non-stop work schedule, within limits that can cover reasonable costs for the duration of 1 year. The policy will include coverage for pre-existing illnesses, provided they are not catastrophic illnesses which the insured persons are aware of at the time of the contract signing. The insurance company has the right to request filling out a medical questionnaire or other medical tests in order to determine the health of an insured person at the time the contract is signed and to refuse or partially cover costs linked to treatment of catastrophic illnesses discovered at that time.

Reimbursement of all medical costs shall be done by direct billing between the medical unit and the insurance company, in designated hospitals, without the need for filing documentation by the insured and reimbursement after payment.

The area covered by the policy is the territory of the People’s Republic of China and any medical costs outside that area are not covered.

In case of any changes in personnel, replacement of insured persons until the policy expiration date will be done without additional costs, except cases when the replacing person entails specific risks for the insurance company (old age, catastrophic illness, etc.) in which case the insurance company has the right to request payment of additional premiums and refuse or only partially cover the costs linked to treatment of catastrophic illnesses discovered at that time. Should the number of persons insured by the group health insurance policy for the employees of the Embassy increase (more employees, new born babies, more dependents arriving in the country), the Embassy will pay additional contributions calculated to cover the period until the expiry of the contract. If certain insured persons leave the country and are not replaced by others, the insurance company must return the premium for the person calculated according to the number of days left until the policy expires.
